College transfer question...?

i am an ESL teacher and I have a gentleman in my cl who wants to attend college in the United states. he has a bachelor's degree in food science and nutrition from a college in sudan. he plans to attend a college here in pennsylvania however asks me if his previous bachelor's degree and college certification will possibly ist in his credits in college. do college credits transfer across countries?
