How can I get this pretty hairdo?

So when I do my hair like that, I usually straighten my hair first, so that it's smooth and glossy and not poofy. It also ensures loose wavyish, curls. Then just super loosely curl it, only half way up though, not all the way to my scalp. If it's not as loose as you wanted, run your fingers through your hair. That should do it! :)
